The University Grants Commission (UGC) has reinforced its anti-ragging measures for all higher education institutions across India, issuing a fresh directive to strictly implement Supreme Court-mandated guidelines.
Universities and colleges must fully comply with the revised rules designed to curb ragging and ensure a safe environment for students on campuses, hostels, buses, and other student facilities.
Institutions violating these norms will face severe action, including possible penalties for principals, registrars, and hostel wardens found negligent in handling ragging complaints.
Mandatory Awareness and Monitoring
As part of the awareness drive, colleges must show educational documentaries and TV ads on anti-ragging measures twice every year. These resources will also be available on YouTube and the dedicated website www.antiragging.in.
Additionally, institutions are required to update their websites and notice boards with complete details of their Anti-Ragging Committees and designated nodal officers. An 8×6 feet poster must be prominently displayed at key student areas on campus.
Helpline, Online Declaration and Surprise Checks
The UGC has instructed institutions to maintain a robust online declaration system. Every student must submit an anti-ragging affidavit while enrolling. Colleges must submit the collated forms to their nodal officers through official channels.
Inspections of hostels and student housing will be carried out without prior notice. Inspectors and notice boards must prominently warn students against ragging and share guidance on reporting incidents.
A 24×7 toll-free helpline (1800-180-5522) and dedicated email helpline@antiragging.in are available for distressed students.
Focus on Mentor–Mentee Culture
To prevent harassment and foster healthy bonds between junior and senior students, institutions have been urged to adopt a mentor–mentee model. Colleges must also submit compliance reports to UGC, detailing preventive steps taken against ragging.
Strict Consequences for Non-Compliance
If an institution is linked to a serious ragging case, including any tragic incidents like suicide or death, the responsible staff will be held accountable and separate inquiry committees will be formed, even alongside police investigations.
The UGC’s Anti-Ragging Monitoring Agency will conduct surprise checks, and strict disciplinary action will follow for any breach of guidelines.
Students, parents, and staff are encouraged to use official channels to report any violation and ensure a safe academic atmosphere nationwide.
