That is why all school administrators, principals, and educators should read this blog post till the end and share it with others.

What are the new CBSE Affiliation Rules?

The Central Board of Secondary Education (CBSE) has made significant amendments to Clause 2.3.5 of the Affiliation Bye-Laws 2018. Schools can now apply for affiliation with or without a No Objection Certificate (NOC) from the State Government. This rule will be effective from the 2026-27 academic session.

New Affiliation Process – Key Changes

Existing Rule (Before Amendment) Amended Rule (After Amendment)
Schools applying for affiliation must submit a No Objection Certificate (NOC) from the State Government. Schools can apply with or without an NOC from the State Government.
If an NOC was issued with a validity period, schools had to renew it for affiliation approval. CBSE will directly request the State Government’s comments if a school applies without an NOC.
Schools had to wait for NOC approval, delaying the affiliation process. If no response is received within 45 days, CBSE will process the application.
Schools were dependent on State Government approval, often facing delays. The new rule ensures faster processing and reduces dependency on state approvals.

How does the new affiliation process work?

Previously, schools seeking CBSE affiliation had to submit a formal NOC from the State Government. The revised rule allows schools to apply without an NOC. However, in such cases, CBSE will:

  • Send a request to the State Government, asking for comments within 30 days.
  • If no response is received, a reminder letter will be sent, allowing another 15 days for objections.
  • If there is still no response after 45 days, it will be assumed that the State Government has no objections.
  • The school’s affiliation request will be processed based on CBSE’s Affiliation Bye-Laws 2018.

Why is CBSE introducing this change?

CBSE has introduced this amendment to simplify the affiliation process and eliminate delays caused by State Government approvals. Many schools faced unnecessary hurdles in obtaining an NOC, which delayed their affiliation process. By removing the mandatory NOC requirement, CBSE aims to ensure a smoother and faster approval process for eligible schools.

Who will benefit from this change?

This amendment will benefit:

  • Trusts, Societies, and Non-Profit Organizations running schools.
  • Private schools meeting CBSE’s academic and infrastructure criteria.
  • Schools that previously faced delays due to pending NOCs from State Governments.

When will this rule be implemented?

The new Affiliation Bye-Laws (2025) will be effective from the 2026-27 academic session. Schools interested in CBSE affiliation must apply through the SARAS 6.0 Portal as per the updated guidelines.

This amendment is a major step towards simplifying CBSE’s affiliation process. Schools will now have more flexibility, reducing dependency on State Government approvals. CBSE’s initiative aims to promote quality education by allowing eligible schools to apply for affiliation without unnecessary bureaucratic delays.
