What is the Integrated Payment System (IPS)?
The Integrated Payment System (IPS) is a digital platform designed to make payments for exam-related duties smooth, transparent, and error-free. It ensures direct transfer of remuneration, travel allowance (TA/DA), conveyance, centre charges, and other payments directly into the bank accounts of exam functionaries and schools.
CBSE explained that IPS was first introduced in 2022 to replace the earlier manual and time-consuming payment process. The new system removes human errors, speeds up transactions, and provides complete transparency.
Why has CBSE introduced IPS 2025?
CBSE conducts Class X and Class XII examinations across 7,842 centres in India and abroad, involving lakhs of teachers and staff. Ensuring timely and accurate payments to examiners, observers, invigilators, coordinators, and schools is a massive task.
The Board stated that IPS 2025 will help:
- Standardize all payments at prescribed rates.
- Automate calculations of remuneration.
- Enable direct bank transfers without manual delays.
- Increase the success rate of transactions compared to old systems.
- Provide transparency and tracking of all payments.
What payments will be covered under IPS 2025?
The circular highlights that the following types of payments will be processed through IPS:
- Centre Charges – Advance (80%) and final settlement for centres, including stationery, courier, infrastructure, postal, and printing charges.
- Observer Payments – Remuneration and conveyance.
- Practical Examination Payments – For internal/external examiners, observers, and schools.
- Spot Evaluation Payments – For head examiners, assistant examiners, evaluators, clerks, and support staff.
- Marking Scheme Payments – For coordinators and subject experts.
What challenges must schools and staff avoid?
CBSE also cautioned stakeholders against common mistakes that caused delays in previous years:
- Entering incomplete or wrong bank details.
- Using closed or inactive bank accounts.
- Errors in number of duty days or copies evaluated.
- Not uploading data correctly on OECMS or TETRA portals.
- Forgetting to freeze data on the IPS portal.
Schools have been strictly directed to check, verify, and freeze payment details to ensure smooth processing.
Final Note from CBSE
The circular emphasizes that the success of IPS depends on accurate and timely entry of data by schools and exam staff. Payments that fail due to wrong details must be corrected and re-frozen immediately to avoid rejection.
