The Central Government has taken major action in the ongoing CBSE On-Screen Marking (OSM) controversy. The government removed CBSE Chairman Rahul Singh and Secretary Himanshu Gupta from their posts after questions emerged over the OSM system and the tender process linked to digital evaluation services.
The Education Ministry has also ordered a high-level investigation into the entire matter. The government formed a one-member inquiry committee to examine the OSM system, tender allocation process, technical operations, and administrative decisions connected with the project.
Government Starts Investigation Into CBSE OSM Tender Process
The government appointed S. Radha Chauhan to lead the inquiry committee. She currently serves as the Chairperson of the Capacity Building Commission. She is a retired 1988 batch IAS officer from the Uttar Pradesh cadre and previously worked as Secretary in the Department of Personnel and Training (DoPT).
Officials selected her because of her long administrative experience in governance, human resource management, and administrative reforms.
Questions Rise Over Digital Evaluation Tender Process
CBSE faced criticism in recent months over its On-Screen Marking system. Several concerns emerged regarding transparency in the evaluation process, technical operations, and the working of the digital assessment system.
Media reports claimed that officials changed technical conditions and bidding rules multiple times during the tender process. Reports also alleged that authorities later awarded the contract to a private company based in Hyderabad.
The Education Ministry reportedly did not feel satisfied with the initial reports submitted in the matter. Officials now believe the issue may involve serious procedural lapses and weak monitoring.
Government Orders Detailed Technical and Administrative Review
The newly formed committee will examine:
- The OSM system and its implementation
- Tender allocation and bidding process
- Technical and administrative decisions
- Security and functioning of the re-evaluation portal
- Complaints linked to transparency and operations
Officials expect the committee to submit a detailed report to the government after reviewing all records and procedures.
Students Faced Problems During Re-Evaluation Process
CBSE also faced criticism after several students reported technical issues while accessing scanned copies of answer sheets during the re-evaluation process.
Many students complained about session expiry problems and portal-related difficulties while submitting applications online.
CBSE later announced that it increased the session time limit to reduce these issues and improve the application process.
CBSE Claims Portal Handled Heavy Traffic and Cyber Attacks
According to CBSE, the re-evaluation portal received more than 16,000 applications within the first 9 to 10 hours after opening.
The board also claimed that unknown attackers attempted a Denial-of-Service (DoS) cyber attack on the portal. CBSE said the system recorded nearly 15 lakh hits within just two minutes. Officials also detected more than one lakh unauthorized file access attempts.
Despite the cyber attack attempts, CBSE said the portal continued working normally and kept accepting student applications without interruption.
CBSE Says Technical Teams Are Monitoring Portal 24×7
CBSE stated that technical teams are monitoring the platform round the clock to solve issues quickly and maintain smooth operations.
The board said the platform can currently handle more than 8,000 users at the same time. Officials also confirmed that they introduced several improvements in the portal after receiving feedback from students.
Committee Report May Decide Future Action
The inquiry committee will now investigate all allegations related to the OSM system and the tender process. Officials expect the final report to provide clarity on technical flaws, administrative decisions, and possible irregularities. The government may take further action after reviewing the committee’s findings.
