The Central Board of Secondary Education (CBSE) has issued a strict circular prohibiting schools from collecting any unauthorized fees from students during the submission of the List of Candidates (LOC) for the Class X Second Board Examination.

According to the official notice (No. 31/CBSE/CE/SPPS/2026), CBSE clarified that the LOC submission process is divided into three phases. In Phase 1, schools are required to only submit the list of candidates, and no fee is to be collected at this stage. This phase is meant solely to help the Board estimate the number of students appearing for the examination.

In Phase 2 and Phase 3, students can make changes such as adding or dropping subjects and are required to pay only the official examination fee as prescribed by CBSE. The entire process must be conducted through the school from which the student appeared in the main board examination.

The Board has taken serious note of complaints that some schools are demanding three months’ tuition fees at the time of LOC submission. CBSE has termed this practice as a clear violation of its rules and has directed schools to immediately stop such actions.

CBSE further emphasized that:
